1. Decide how much money you want for your budget breakdown.
( eg $500, 000, 000 for "Transfers". )
2. Use the Hex Calculator to find the corresponding Hex String
for that amount. (eg $500, 000, 000 0000 0000 65CD BD41 )
3. Use a Hex Editor and open the saved game you wish to edit.
4. In the "Edit " menu, select "Go To" and specify the "offset"
to edit.
The "offset" are as follows:
----------------------------
"Transfers" - 15819249
"Buildings/Stadium" - 15819289
"Player Wages" - 15819217
"Staff Wages" - 15819293
"Maintenance/Facilities" - 15819257
Simply type over the Hex String at the above offsets with the
string you obtained at No. 2.
Save when you're done, start and load the game and enjoy your
newly attained wealth!!!
Command line cheat:

Modify the properties of the command line in a shortcut to
look like this.
C:\Program Files\EA SPORTS\FA Premier League Football
Manager 2000\footballmanager2000d.exe" /fastbuild777 /cash777 /showstat777
Make sure you have a SHORTCUT to the game and right click
it and select properties to change it as specified above.
